A double Barracks near the three Riptides is your best bet, snatching them first and using them to ferry more infantry will assist in getting the goods.

For Soviets, your key advantage is cheap infantry. So with this in mind, for Empire you can send out a lot of Dojo Cores to key portions of the map where you can reap the strongest units it has to offer. But you have to be fast, two other commanders are vying for the spoils, so the more they get, the less you get.
